Dear A-Letter:

I am writing today from the International Living "Live Overseas"
conference in New Orleans, and one of the topics has been how
to obtain "dual citizenship."
Citizenship laws of the early 20th century were intended to stamp
each person with a nationality to avoid the sort of horrible dilemma
symbolized by the case of Margaret Hassan, the CARE aid worker
now believed murdered by her kidnappers in Iraq.

"Irish by birth, British by upbringing, Iraqi by marriage and a world
citizen by virtue of her commitment to the poor, Hassan was stranded
for weeks between the countries whose passports she carried," the
Financial Times reports.

Under the laws of most countries it's legal for qualified persons to
enjoy what is known as 'dual citizenship,' a status that also confers the
right to have and use a second passport. Although once banned in
America, a series of US Supreme Court decisions upheld both dual
citizenship for Americans and the right to expatriate, that is, to
acquire a new, second citizenship and even renounce US citizenship.

Fueling the tend toward dual nationality is the spread of capital
and culture around the world. Fast transportation and instant
communication links make it possible for people literally to call
home anywhere they can plug in a modem or get a phone dial tone.
The US, France and the UK are among major powers allowing dual
nationality and in recent years, many other nations have granted their citizens the right to have second passports. More are considering it.

But with citizenship lines blurred further by the war on terrorism,
having an official dual nationality may well save lives.
As US government surveillance, repression of liberties and taxes
increase, more and more Americans are acquiring second passports.
They've found other lands where freedoms, once taken for granted in
America, still do exist. A fallback position in case of trouble is always
good insurance.

That's the way that it looks from here.
