* COMMENT: Right or Wrong?

Dear A-Letter Reader:
Across La Fayette Square from the White House in Washington, DC is the former home of one of America's early naval heroes, Stephen Decatur. In a famous 1816 toast concerning foreign affairs, Decatur expressed the fervent wish that America would always be right in what it chose to do, but added: "Our country right or wrong."

Monday evening I thought of that quote as I watched Pres. Bush on TV laying out his case for war against Iraq. The president inventoried a long list of transgressions by Saddam Hussein, a catalogue of potential threats, reasons to act now, and yet....

When I was a teenage page boy in the US House of Representatives in the early 1950s, I used to listen as guides lectured groups of tourists, herding them through the halls of the Capitol, pointing out historic places and people.

One sight that impressed my young mind was a statue placed in the Capitol by the State of Montana. (Each state has the right to place two leading citizens of its choice there). The bronze likeness is of Janette Rankin, the first women ever elected to the US Congress, and one of the first elected to any parliamentary body. The year was 1916, four years before American women gained the right of national suffrage.

Probably as a result of her 1917 vote against US entry into World War I, Ms. Rankin lost her bid for election to the Senate in 1918. She told the House: 'I want to stand by my country, but I cannot vote for war.' She ran for Congress again in 1940 and was elected. A year later she was the only member to vote against the declaration of war against Japan and Germany. That ended her career in politics. A confirmed pacifist, she opposed war at any time. John Kennedy later said of her, 'Few members of Congress have ever stood more alone while being true to a higher honor and loyalty.'

I had the honor of serving in the House with US Rep. Ron Paul, whom we often quote here. He also often stands alone. My former colleague has expressed doubts many of us feel about a possible war against Iraq.

I am no pacifist, and my House record was one of consistent 100% support for military defense. But I can't help recalling, as war seems nearer, the Feb. 6, 1968 statement of a US Army spokesman in Vietnam concerning the village of Ben Tre: 'We had to destroy the town in order to save it.'

Stephen Decatur was wrong. But is Pres. George W. Bush right?

That's the way that it looks from here.
