* COMMENT: Expatriation - A 12 Step Program

Dear A-Letter Reader,

Admitting you want to make the move is the first step. But, once you determine that you may be able to live better, cheaper, freer, safer outside the US, or wherever you now live; then what to do?

Here's International Living's recommended 12 step program:
1.) Make a list of personal priorities and preferences. Determine what's most important to you; cost of living or cultural diversions,medical care or the weather.
2.) Narrow the list of potential paradises to 3 or 4 and arrange to spend some time in each one.
3.) After visits, cut the list to 1 or 2 countries, plan extended stays during the least agreeable time of year (rainy, hot, cold).
4.) Visit each country, meet other expats already there and local real estate agents to inspect properties for sale.
5.) Consult an international tax planner. Check new tax obligations,and if you're a US person, determine your old ones owed to the US.
6.) Consult a tax expert in the country you're considering who,most importantly, is experienced working with foreign residents.
7.) Consult a residency expert from the country and determine which visa or residency permit is most advantageous to you.
8.) Narrow your list to one country and set a date for your move.Decide whether to ship household goods or buy new when you arrive.The type of visa you obtain may or may not allow for tax-free importation of personal belongings, but weigh the hassle factor.
9.) Set up a portable global office for reliable and efficient mail forwarding, e-mail, international phone calls, bill paying, etc.
10.) Don't buy, rent a home in your chosen haven for at least six months before you commit fully by making a home purchase.
11.) Open a local bank account in your new country.
12.) Buy your tickets and pack. You're ready to expatriate.

Good luck, Kathleen Peddicord
